Stadia & Venue Safety

Proportionate HVM for Matchdays, Events and Zone Ex Environments

Smart Safety Solutions for Stadia & Venues

Football and rugby stadia, arenas and event venues face unique and dynamic challenges when it comes to protecting fans, staff and visitors. Matchdays bring concentrated footfall, predictable ingress and egress peaks, temporary road closures, large public arrival routes and complex operational demands involving multiple partners.

Crowdguard is a trusted HVM partner to clubs and venues across the UK and Ireland. As Platinum Sponsors of the FSOA, sponsors of RUSA and RLGSOA, and long-standing supporters of matchday safety teams, we understand the pressures, responsibilities and realities of operating safe venues.

Our approach is grounded in national guidance from NPSA and PSSA combined with our own Plan Provide Protect methodology. We support clubs with practical, proportionate HVM strategies that maintain accessibility, meet operational needs and reduce risk without creating unnecessary burden.

Whether protecting your Zone Ex areas, matchday roads, loading bays, public concourses or event-specific routes, Crowdguard delivers flexible, risk-led solutions tailored to the way your venue operates.

Understanding HVM Requirements for Stadia and Venues

Multiple Stakeholders

Safety teams, TM companies, local authorities, police and event promoters all play a role.

Road Closures in Zone Ex

Temporary closures outside the stadium footprint require rapid-deployment measures that maintain permeability.

Authorised Vehicle Access

Emergency services, broadcasters, suppliers and matchday logistics must retain controlled access at specific moments.

Seasonal and One-Off Events

Concerts, community events, fan zones and cup fixtures often require a different protection profile from standard league matches.

High Footfall and Predictable Movement

Fans arrive and leave in large waves, often along constrained routes, making controlled vehicle access essential.

Crowdguard’s role is to support clubs in navigating these complexities proportionately and clearly avoiding overspecification and focusing on genuine operational need.

PLAN

A Clear, Risk-Led Assessment

We begin with a stadium-specific Threat, Vulnerability & Risk Assessment (TVRA), and, where needed, a Vehicle Dynamics Assessment (VDA).

This helps clubs understand:

  • realistic threats
  • pedestrian movements
  • authorised vehicle flows
  • Zone Ex layouts
  • temporary road closure requirements
  • existing infrastructure
  • operational constraints

We explain any residual risk in clear, practical terms so clubs can make informed decisions without unnecessary expenditure.

PROVIDE

Proportionate, Practical HVM Solutions

Crowdguard is independent and product-agnostic, working with leading HVM manufacturers across the UK and Europe. We recommend solutions based solely on risk, operations, crowd flow and budget.

This may include:

  • Temporary HVM for matchdays and events

  • Semi-permanent shallow-mount systems for repeat use

  • Permanent perimeter protection and integrated street furniture

  • Vehicle access control for service and emergency routes

  • Certified perimeter systems for secure or back-of-house areas

Where permanent schemes are progressing, we can provide temporary HVM to ensure proportionate protection in the interim.

PROTECT

Deployment, Operation and Assurance

Our trained teams deliver fully managed installation, deployment, steward briefings, safety checks and de-rig, working seamlessly alongside TM partners and club operations staff.

We focus on:

  • rapid deployment for matchdays
  • safe, pedestrian-friendly layouts
  • adherence to tested configurations
  • integration with branded wraps
  • minimal impact on fan experience

Post-event reporting and continuous improvement support long-term venue safety.

Recommended HVM Approaches for Stadia and Venues

  1. Zone Ex Protection (Matchday Road Closures)

For controlled external areas and temporary closures, we specify rapid-deployment, pedestrian-friendly HVM from across the full UK and European market selecting the most appropriate system for each stadium’s operational profile.

  1. Permanent & Semi-Permanent Stadium Infrastructure

Many clubs now choose to integrate long-term HVM as part of ongoing estate upgrades. This can include:

  • permanent bollards
  • removable or lockable posts for day-to-day operational flexibility
  • impact-rated street furniture (benches, planters, cycle racks)
  • vehicle control gates and authorised access portals
  • fan zone protection, including integrated designs that complement club branding
  • perimeter systems for secure compounds, back-of-house areas, or team access routes

All solutions are selected based on realistic, proportionate risk mitigation and practical matchday usability.

  1. Temporary HVM During Planning or Redevelopment

When a stadium is awaiting planning approval for permanent infrastructure, or undergoing phased redevelopment, Crowdguard can deploy temporary HVM to maintain safety, protect Zone Ex areas and support matchday operations until long-term measures are in place.

Every solution is based solely on risk, operational need and proportionate protection nothing excessive, nothing intrusive.

New guidance from SGSA on the use of Vehicle Security Barriers (VSBs)

The Sports Grounds Safety Authority (SGSA) has released new guidance on the use of Vehicle Security Barriers (VSBs) at event venues.

The key message is clear: security must work with crowd flow and operations, not against them.

This reinforces a core principle of Hostile Vehicle Mitigation – it is not about placing large obstacles and “ticking a box.” It is about proportionate, risk-led planning that considers pedestrian flow, ingress and egress, operational impact, communication, response and the ability to adapt as conditions change.

Simply installing barriers without understanding layout and real-world operations is not aligned with national best practice.

Crowdguard’s Plan · Provide · Protect methodology reflects this approach – beginning with threat and operational assessment, shaping pedestrian-permeable layouts, and deploying flexible, certified systems that can be repositioned and refined over time.

Working in partnership with FSOA and RLGSOA members, we embed this trial, review and adapt model across football and rugby venues nationwide, ensuring protection remains practical, proportionate and operationally sound.
